    Govern

    One policy for every agent on a governed runtime — reviewed or not. The operator baseline applies to all of them; nothing is exempt for being unknown.

    Enforce

    Checked before it runs: out-of-policy actions are refused, sensitive ones held for a human. An unreviewed agent meets the same boundary as an approved one.

    Prove

    Every decision is sealed in a hash-chained ledger, and any row exports as a signed receipt, so what an unmanaged agent tried — and what it was allowed — is on the record.

Bounded on purpose: PRAE governs what an agent can execute where PRAE is in the path. It does not discover or inventory AI applications running outside the runtimes it is mounted on.
